RICO is effective tool for going after gangs |

CHICAGO - We can’t arrest our way to a low-crime, gang-free city, but cracking down wholesale on the worst gangs is an excellent part of the solution. On Thursday, charges were unsealed against 23 alleged gang members under the state’s new RICO law, a development that authorities say will help Chicago take back its streets. The first use of this new law, it targeted what authorities described as an $11 million-a-year drug ring responsible for seven murders. RICO, which stands for the Racketeer Influenced and Corrupt Organizations Act, is a legal tool federal prosecutors have employed for 43 years. It allows authorities to go after gang leaders, climbing up the chain of ultimate responsibility, rather than simply sweep up underlings, who are easily replaced. Read More. |
