ALBANY — The closing of four state prisons and four state developmental centers announced Friday is part of a trend that is seeing a slow but steady downsizing of government in size if not cost. New York’s prison system held 72,584 inmates — a record high — in December 1999. Friday, the state Department of Corrections and Community Supervision said the prison population now stands at 54,600, a 24 percent drop. While violent crime is down significantly across the state, the number of felons in state prison on drug convictions has seen an even steeper decline. “At the end of 1996, there were 24,085 drug offenders in custody,” DOCCS said Friday. “By comparison, on December 31, 2012, that number reached a new low of 7,053, which represents a reduction of 71 percent. This is the lowest number of drug offenders since 1986, a majority of whom were serving their sentences in medium security facilities and shock incarceration programs.” Read More. |
