SPRINGFIELD — One of the few independent organizations with regular access to the state’s overcrowded prison system is being criticized by the agency it is trying to help. A spokesman for the Illinois Department of Corrections has called reports issued by the John Howard Association “inaccurate” and “untrue.” The spokesman, Tom Shaer, said he’s not trying to undermine the Chicago-based prison watchdog group’s credibility.
