A McNairy County (Tenn.) grand jury has indicted the county sheriff and two jail employees. The Tennessee Bureau of Investigation took the case to the grand jury, which returned charges yesterday against Sheriff Tommy Riley, jail administrator Jimmy Lyles and jailer Johnny Carter.
T-B-I special agent John Mehr declined comment on the incidents leading to the indictments. The panel had been reviewing allegations of sexual relations between a jailer and an inmate and the early release of an inmate.
The sheriff, Riley, and the administrator, Lyles, are each charged with facilitation of escape, filing of a false report and tampering with or changing an official record.
Riley is additionally charged with official misconduct.
The jailer, Carter, is charged with three counts of introduction of contraband into a penal institution and one count of sexual relations with an inmate.
Mehr says Carter resigned before the T-B-I investigation began.
