Reducing recidivism for ex-offenders by 1 percent will save $1.5M

INDIANAPOLIS - A City-County Council commission has made recommendations to help ex-offenders make the transition from prison back into society.

The re-entry policy study recommended 26 initiatives that would help re-entrants overcome obstacles to employment, education and mental health services.

The Department of Corrections releases 5,000 men and women back into Indianapolis every year. Within three years, 51 percent will re-offend and go back to prison at a cost of $82 million.

James Seals, a convicted felon, was released from prison nearly three years ago. In that time, he has failed to get meaningful employment, and his criminal past is always the deal breaker.
