Non-violent crime federal reform may not have impact in South Carolina, experts say |

U.S. Attorney General Eric Holder's plan to end mandatory minimum jail sentences for low-level drug offenses is not likely to have much effect in South Carolina, according to Beaufort County's top prosecutor. What's more, Holder's effort to reduce prison populations is misguided, 14th Judicial Circuit Solicitor Duffie Stone said. "The focus is wrong, and that's the number one problem," Stone said. "The attention must be on the criminal, not the crime. The majority of offenses nationwide are committed by repeat offenders, and not every low-level crime is committed by a low-level criminal."
