The medical director for Rhode Island's Adult Correctional Institutions has resigned, saying he thinks an inmate was abused while being forcibly removed from his cell. Dr. Scott Allen said the prisoner was mistreated and prison director A.T. Wall should have brought the incident to light for public review. Wall said the state police and Department of Corrections conducted probes, including reviewing a tape of the incident, and found no evidence of physical abuse. But, Wall said it was possible that there were violations of prison policy. He told The Providence Journal an ongoing Corrections Department investigation might lead to disciplinary action. Wall would not release the videotape, but both Allen and Wall have viewed it. Wall said any use of force looks troubling to the untrained eye. He said it was the first such tape Allen had seen. Allen said he saw unnecessary use of force. |
