Supervised release recommendations for sex offenders implemented ‘immediately’ |

MADISON, /WI — All they had to do was ask. The state Department of Justice had the name and number for a Racine woman sexually assaulted by Michael Fink about 20 years ago; they knew where she lived. But when the state scheduled the convicted sex offender to be placed back in the community, the Department of Health Services didn’t consult with the victim/witness coordinator involved, and the former victim found herself reliving her past terror when she discovered Fink was supposed to move in just doors down from her home. Those details were rehashed Tuesday during a meeting of the state Legislature’s Joint Audit Committee. There, Department of Health Services Deputy Secretary Kevin Moore explained that new guidelines laid out in an audit sparked in part by that Racine incident are now in effect. “These procedures have been immediately adapted,” Moore told committee members — DHS is now required to ask DOJ victim/witness coordinators for information before housing a sex offender in the community under supervised release.
