Emanuel: The criminal justice system isn't a deterrent anymore

Mayor Rahm Emanuel is making four promises in the wake of the infamous Cornell Square Park shooting.

The mayor says he’s going to “continue to invest” in police foot patrols and after school alternatives for kids, urge witnesses to street violence to replace the code of silence with a moral code to speak out and push state lawmakers to pass a three-year minimum for possession of an illegal gun.
