Muskegon County Jail deputies describe inmate's brick, knife attack

To Muskegon County Sheriff’s Deputy John Jenkins, it sounded like “a hammer on concrete” when jail inmate Terry Wesley Raap suddenly slammed him in the side of the head with a brick-like chunk of concrete in a sock.

To Deputy Thomas Geoghan, who said he was standing eight to 10 feet away, it sounded like this: “Melon getting smashed ... pumpkin. Terrible.”

Jenkins and Geoghan testified Tuesday, Oct. 8, at Raap’s preliminary examination in Muskegon County’s 60th District Court.

Jenkins needed 14 staples after his severe head injury, and Raap also stabbed him in the shoulder with a knife-like shank, Jenkins testified. Geoghan suffered a less serious head injury when, he testified, he slammed the back of his head into steel bars when he jumped backward to avoid a lunging Raap swinging a shank at his throat.

At the end of the hearing, Chief Judge Maria Ladas Hoopes found probable cause that Raap, 26, of Twin Lake, committed two counts of assault with intent to murder, one count of attempted escape from a jail through violence and one count of possessing a weapon in jail. She ordered him bound over for trial in 14th Circuit Court. Raap is charged as a third-time habitual offender.

Jenkins is still off work as a result of his injuries from the Aug. 29 incident. He told Muskegon County Prosecutor D.J. Hilson, who is prosecuting the case personally, that he still suffers after-effects of the attack, including headaches and an occasional slight stutter. His manner was subdued and his voice sometimes hesitant on the stand Tuesday.

Geoghan is back to work on limited duty. He said he, too, still suffers physical effects of his injury. He said he suffered a partially torn rotator cuff.

Also testifying was Muskegon County Sheriff’s Detective Brent Sowles. Sowles described his interview with Raap at a hospital after the attack. Raap suffered head and facial injuries while being subdued.

According to Sowles, Raap had an elaborate plan, “all the way from taking the keys, exiting the jail, to how he was going to make his way out to a trailer park located in the northern portion of our county.”

Thanks partly to the actions of Jenkins and Geoghan, that never happened.

The alleged failed escape attempt happened around 3:45 p.m. Aug. 29. Raap was lodged in the jail at the time of the attack for a felony – methamphetamine manufacture – that was alleged to have occurred while Raap was out on parole after serving an earlier prison term. Raap has also been convicted of two prior felonies, second-degree criminal sexual conduct and resisting and obstructing a police officer.

After the attack, Raap was returned to state prison for allegedly violating parole. He’s currently lodged as a maximum-security prisoner at Ionia Correctional Facility. He appeared in court Tuesday wearing a Michigan Department of Corrections prison uniform.

Jenkins and Geoghan described, in much more detail than has previously been made public, what they experienced Aug. 29.

Deputies while working in the jail are unarmed.
