Three times in three years, U.S. Attorney Joseph Hogsett has prosecuted Indiana inmates who ran criminal operations from their prison cells. The common factor in their crimes: cellular telephones. The ubiquitous personal accessory may not, at first blush, seem to pose much of a threat in the prison environment. It certainly is a different kind of risk than other contraband, such as drugs, needles and weapons. But the modest electronic device — small enough to smuggle into prison many different ways — can be more than a valuable commodity behind bars. They can be an important criminal tool, as several recent cases in Indiana have revealed. Cellphones have helped inmates supposedly cut off from a life of crime instead continue illegal activities such as commanding drug rings and orchestrating financial scams.
