The National Sheriffs’ Association Expresses Disappointment with Recent FCC Order on Interstate Inmate Calling Services |

Alexandria, VA—The National Sheriffs’ Association (NSA) filed a Comment yesterday with the Federal Communications Commission (FCC) expressing extreme disappointment with their recent Order regarding interstate inmate calling service rates. With this decision, the FCC has created a “one-size-fits-all” approach that is especially harmful to inmate calling services in jails and fails to take into account the realities of how these services are provided. The Order calls for interim “safe harbor” rate caps of $0.12 per minute for debit and prepaid calls and $0.14 per minute for collect calls in all prisons, jails, and immigration detention centers. These rates do a significant disservice not only to sheriffs and jail administrators but also to inmates and their families. The reality is some correctional facilities simply cannot afford to offer inmate calling services at such low rates and may be forced to drastically reduce or eliminate their inmate calling services. NSA is not opposed to inmate calling service reform; however, any such reform must fully consider the critical public safety aspects of such service, the individualized environment in which services are offered, and the full impacts on safety and security of any particular regulatory approach. NSA has and will continue to consult legal counsel to determine the best course of action regarding the Order.
