Department of Corrections must address jail lapses

The Ohio Department of Rehabilitation and Correction needs to move quickly to determine what’s at the root of repeated lapses by Ohio prison guards as well as their supervisors.

The lapses, which include possible log-rigging and cover-ups in two separate prisons, came to light after two recent high-profile prisoner deaths.

The most recent report by the state prison system concerns the apparent September suicide of Ariel Castro, the notorious Cleveland kidnapper and rapist who was one month into a 1,000-year sentence. His death followed the August suicide of condemned murderer Billy Slagle, who hung himself at Chillicothe Correctional Institution just days before his execution. …

Both Slagle and Castro were supposed to be checked every 30 minutes, but were not. Supervisors failed to verify that rounds had been made and, as with the Slagle case, Castro’s guards are accused of falsifying the prison logs to cover up their failure to monitor the prisoner. They are on paid administrative leave, pending a full investigation.

Such parallel failures at two different prisons suggest systemic problems in Ohio’s prisons.

    I've been concerned by the prison guards supervising Ariel Castro and their laxity about performing their duties. Your site is the first I've seen that calls for an investigation on the Ohio prison system statewide and I applaud your efforts. In the Castro case, inmates confirm that Castro was harassed by his guards. Two of the guards are said to have falsified records of their supervisory rounds during which they were supposed to have observed Castro every 30 minutes. One report I read said that one log claimed that Castro was observed 26 minutes before his next scheduled observation. It's not clear if either of the two guards assigned to oversee Castro made that entry. Other news reports offer contradictory views of Castro's situation. One says there was no reason to think that Castro might attempt suicide. Another quotes the Ohio Hiway Patrol as saying that his suicide was forseeable. Thank you for pointing out that there is some similarity with the Billy Slager suicide circumstances at Chilicothe; he, like Castro, was to be checked every 30 minutes and apparently was not. Prison officials are offering a second chance to the Chilicothe guard who may have neglected his charge.
