An inmate who killed himself in August at the state prison in Newport got into an unlocked janitor’s closet, tied the door shut from the inside with rope, jammed the lock with a pen cartridge and hanged himself from a vent with a bed sheet, according to investigations shared Tuesday with Vermont legislators. The incident raises several questions about state prison policies, Defender General Matt Valerio told the Joint Legislative Corrections Oversight Committee. The death of Robert Mossey, 38, of Burlington has been ruled a suicide, and police found no evidence warranting criminal charges, Public Safety Commissioner Keith Flynn said.
