Conn. prisons chief: Placing offenders in communities cuts recidivism rates, protects victims |

NORWICH, Connecticut — The state's top prison official has defended placing transient inmates, including sex offenders, on supervised release in communities. James Dzurenda, interim commissioner of the state Department of Correction, says it helps reduce recidivism rates and protect victims. He spoke Wednesday to the Southeastern Connecticut Council of Governments. He said he does not want to put the inmates back where their victims are.
