Officials say that charges will not be filed in a dispute between two correction officers in Queens that turned deadly. The Queens district attorney and police are calling the incident a "justified homicide," as the victim was armed, and the shooting appears to have been in self-defense. Sources say Linton Oniel, a 10-year department veteran, shot and killed 50-year-old Jeffery Ragland, who retired last year. The shooting happened during an argument just before 4:30 a.m. Friday on 108th Avenue in Queens Village. Sources say Oniel shot Ragland after seeing him in a heated exchange with a third correction officer, Salees Sales. "The two male correction officers and the female correction officer were involved in a confrontation of some sort. It appears at this time to be self-defense," said Norman Seabrook, president of the Correction Officer Benevolent Association. "We are determining at this point that it's a tragedy, but it's justified." "All of the realities of the street sometimes spill over into our personal lives, and we're all very sad about the loss of one of our officers," said Outgoing Department of Corrections Commissioner Dora Schriro.
