| Funding cuts drive recidivism |

Ray Roberts, secretary of the Kansas Department of Corrections, said Tuesday that years of cuts to offender programs and re-entry services is driving recidivism rates that are likely to cost the state in the long run. Roberts told the House Committee on Corrections and Juvenile Justice that budget cuts have forced his department to release inmates without substance abuse treatment or behavioral skills training, making them far more likely to land right back in the state prison system.
