| Corrections secretary: Funding cuts drive recidivism |

Ray Roberts, secretary of the Kansas Department of Corrections, said Tuesday that years of cuts to offender programs and re-entry services is driving recidivism rates that are likely to cost the state in the long run. Roberts told the House Committee on Corrections and Juvenile Justice that budget cuts have forced his department to release inmates without substance abuse treatment or behavioral skills training, making them far more likely to land right back in the state prison system. "Mental health issues and substance abuse issues are absolutely driving the train," Roberts said of prisoner recidivism. Roberts said some initiatives, like a mentoring program and an industrial skills training program, are helping, but years of anemic funding have dug a major hole in key areas. There were 3,304 offenders released in the fiscal year that ended in July who were determined to need substance abuse treatment. Only about 10 percent received it. Read More. |
