Early prison release program impacts city's crime statistics |

The Manhattan Beach police chief nodded to the realignment of state prisons and early release of criminals as big contributors to the city's crime in 2013, and vowed to focus on decreasing residential burglaries this year. The city arrested 26 early-release criminals in 2013, a handful of whom had been arrested in town before. The number of burglaries increased by 6 percent from 2012, and the city saw a large spike in August 2013. The city also had 34 robberies last year compared to 29 in 2012. Police Chief Eve Irvine attributed the burglary and robbery increases in part to the prison realignment and jail overcrowding. “The jails are swamped,” she said. “People who are convicted of burglary will likely do 1/10th of their time. The risk becomes worth the consequence. If you're going to do the crime, and you know you're not going to do that much time, it's worth it.” And those criminals who know the courts will shave off a large portion of their time know they can get the biggest bang for the buck in the beach cities, Irvine said. The city saw some unusual crimes in 2013, she said. Last year, the city had two serial bank robbers, who also hit Hermosa Beach, Santa Monica and other cities.
