Medical prison's condition simply unacceptable

For at least a couple of years, the California Health Care Facility was the train heading down the tracks into Stockton.

Its arrival was inevitable even if, at times, it was very unwanted.

Many local officials did not want a prison hospital plopped just off Highway 99 near Arch Road.

They feared the stigma the facility for ill prisoners would place on Stockton. They feared that medical personnel would be taken away from serving citizens.

But state-owned land was present. The courts had spoken about the need to improve prisoner health care. And it became clear as day:
