| Mental health system in Northampton County, like Lehigh County, could help courts, officials say |

Of the thousands of inmates who pass through the Northampton County Prison on a annual basis, one case from 2013 has stuck with Arnold Matos. The county's director of corrections said this inmate, whom he could not identify because of federal health-privacy regulations, suffered from mental illness and kidney problems. The kidney trouble required dialysis on a regular basis, and the mental health issues caused him to try and remove the dialysis port embedded in his body, he said.
