Community Corrections Partnership approves prison realignment budget amid criticism

The Community Corrections Partnership approved two budgets this afternoon to address the impact of statewide prison reform on the county's agencies.

The FY 14/15 budget allots $12.6 million for services that deal with "realignment," the state's massive prison overhaul that started in 2011. Realignment is California's attempt to unpack its state-run prisons. Counties have shouldered the burden, taking on additional responsibilities in local jails and probation departments. Funding is provided by the state.

Part of the budget is $2.1 million to continue to house inmates in Alameda County, a practice that Sheriff Scott Miller says is necessary due to jail overcrowding but has anti-jail expansion activists worried. Members of the group Monterey County Coalition for Jail Reform stood outside the CCP meeting this afternoon carrying signs criticizing the expense, which they say could be better used for things like treatment programs and incarceration alternatives.
