| RI rules may serve as a model for federal prisons |

Senator Sheldon Whitehouse met Monday with officials from Rhode Island law enforcement, prison, public defenders and community residents to help develop changes to existing rules that could help ease overcrowding and other problems in federal prisons. Whitehouse said that his measure, which has already passed the Senate Judiciary Committee and awaits a vote in the full Senate, would allow some prisoners to earn credits toward time in pre-release custody in return for completing re-entry programs that have been proven to reduce recidivism. "Based on, among other things, some very good experience from Rhode Island, it will help the federal government to lower the cost of incarceration, by making sure that when people are getting out, they have the proper resources to be successful at not recidivating, not going back to a life of crime," Whitehouse said.
