MD Senate moves forward with rights for pregnant inmates

ANNAPOLIS — The Maryland Senate is poised to approve enhanced rights for pregnant inmates today.

The Healthy Births for Incarcerated Women Act would restrict when a jail or prison can shackle a woman who is in labor or giving birth.

Introduced by Sen. Jamie Raskin for the first time last year, the bill seems to have a better chance of becoming law this year. Slight changes mean the Department of Corrections doesn’t oppose the legislation.
