Suspected NC fugitive from 1970s caught in Waterloo |

WATERLOO | Police believe a North Carolina fugitive who has been on the run for 40 years has been living in Waterloo. He was caught this week when the Iowa Department of Transportation’s biometric recognition system flagged his driver’s license photo, according to officials. Waterloo police and officers with the U.S. Bureau of Alcohol Tobacco and Firearms and the Iowa DOT searched a small brick home on Sumner Street tucked behind an elementary school Monday and allegedly found information identifying the resident as 68-year-old Ronald Dwaine Carnes.
