POINTE A LA HACHE, La. —Nine years after Hurricane Katrina carved Plaquemines Parish in two, crews are putting the final pieces into place on what's being touted as one of the largest prisons in the region. But when it opens -- likely, in a matter of weeks -- some fear it will lock "down" that parish financially. The Plaquemines Parish Prison has cost well over $100 million to build.
