SPRINGFIELD – When Gov. Pat Quinn unveiled his budget last month, it included money to reopen a shuttered youth prison as a first-ever facility dedicated to treating mentally ill adult inmates. But, his aides cautioned, the reopening of the Joliet facility and scores of other initiatives may not happen if lawmakers don't approve an extension of the state's temporary tax increase.
