State prison officials say New York's "shock" incarceration program has saved taxpayers more than one billion dollars since it was introduced in the late 1980s. The program that made its debut in 1987 allows felons to serve shorter, more intensive sentences. Today, Department of Corrections officials announced that the total savings from the six-month programs run at four sites topped a billion dollars over the past 17 years. The programs designed to build character and self esteem include military-style exercise, physical labor, academics and intensive substance abuse treatment. Felons must be under 40 years old and convicted of a nonviolent offense to be considered for the shock program. |
