Florida completes report into CCA situation

A state investigation into September's inmate takeover and police shootings at the Bay County Jail (Fla.) is complete and likely will be turned in to the State Attorney's Office today. 
In its review of the incident, the Florida Department of Law Enforcement focused solely on the shootings of a jail nurse and two inmates accused of barricading themselves inside a third-floor medical wing. 
Prosecutors will inspect the report to determine whether the shootings were justified. FDLE agents routinely investigate police-involved shootings on behalf of local law enforcement and prosecutors. 
State Attorney Jim Appleman could not be reached for comment on Nov. 1. 
The FDLE report, which becomes a public record after the State Attorney's Office reviews and closes the case, is the second to be completed. FDLE had a 45- day window to finish the investigation; state agents were hampered by Hurricane Charley and the slow return of toxicology tests, spokeswoman Lisa Lagergren said. 
CCA operates the jail and Nehi Road annex under a contract with Bay County. 
The Sheriff's Office case file was compiled to go along with criminal charges against the four inmates suspected of holding nurses and a corrections officer hostage in late September. Prisoners Kevin Winslett, Kevin Nix, James Norton and Matthew Coffin were charged with various felony counts ranging from kidnapping to attempted escape. 
Nix and Norton were injured when sheriff's deputies and SWAT Team members raided the medical wing after 12 hours of negotiations. Also injured was nurse Amy Hunt, who had worked at the facility for about eight years. 
In addition to FDLE and Sheriff's Office documents, CCA spokeswoman Louise Chickering said jail administrators completed an after-action report about two weeks ago. Chickering also said the company had been in contact with Bay County officials about its findings. 
A CCA attorney later denied a News Herald public record request to review that report. 
Panama City lawyer Cliff Higby said the report had not yet been finished. And Roger Hagen, Bay County's correctional program manager, said the Nashville-based company had not spoken with local officials regarding the after-action report.
