WILKES-BARRE — Luzerne County officials should revive discussion about building a more efficient new county prison, even if the county can’t afford construction at this time, an official said. Councilman Rick Williams raised the issue during Tuesday’s correctional services committee meeting, saying the prison is a “drain on the county budget.” At $30.5 million, the prison system is the largest single department expense in the county’s $127 million 2014 general fund operating budget.
