A grand jury indicted 23 inmates of a privately operated prison in Lee County (Ky.), accusing them of rioting at the prison two months ago.
Sixteen of the inmates are from Vermont, and the other seven are from Kentucky.
The inmates at Lee Adjustment Center were charged Friday with first-degree riot and being persistent felony offenders, Lee County Commonwealth's Attorney Tom Hall said.
The prison, owned by Nashville, Tenn.-based Corrections Corporation of America, houses about 800 inmates from Kentucky and Vermont under contract to those two states.
During the Sept. 14 riot, inmates burned the administration building and severely damaged a housing unit by ripping out electrical wires and plumbing, officials said. The company has not said how much the damage cost to repair.
None of the indicted inmates was charged with arson, although Hall said that could happen later if new evidence emerges.
Steve Owen, a spokesman for CCA, said the company supports the Lee County grand jury indictments.
John D. Rees, commissioner of the Kentucky Department of Corrections, also praised the indictments.
Vermont officials could not be reached for comment.
