| Inmate charged with fire at SWAR prison |

TEXARKANA, AR (KSLA) - The Arkansas State Police have charged an inmate held at the Southwest Arkansas Correction Center in Texarkana with hindering the operation of a vital institution. Last week a fire at the prison caused the evacuation of inmates and staff. Police now say Billy Russell, 22 or Randolph County, AR, was the man responsible for the crime. Read More. |
