| Captive to costs: Inmate, staff figures drive overtime for state prisons |

SPRINGFIELD — The cost of paying overtime to employees in the state's prison system topped $60 million last year, more money than it takes to run many of the state's agencies. The entire Illinois Department of Military Affairs, for example, costs about $55 million to operate. The Department of Insurance has a budget of about $53 million. According to reports from Illinois Auditor General William Holland, the last time prison overtime costs came close to the 2013 figure was in 2009, when the state paid out $53 million to guards, nurses and other front-line employees who worked more than 1.2 million hours beyond their normal shifts.
