Racine police arrested an escaped prisoner overnight Monday after searching for the man for about 11 hours. Jesus Arroyo, 36, was handcuffed to a belly chain when he ran from a state Department of Corrections agent escorting him to the entrance of the Racine County Jail shortly before 1 p.m. Monday, according to a Racine police news release.
