The Ohio Court of Claims has awarded $350,000 to the family of an inmate who died in 2011 at Warren Correctional Institution in Turtlecreek Township. The family of Brandon Copas sued the Ohio Department of Rehabilitation and Correction for compensatory damages after Copas was punched in the head April 5, 2011 by fellow inmate, Jeffrey Benner. Copas hit his head on the floor after collapsing and began convulsing and vomiting. Copas’ mother, Brooke Fraley-Arpan, of Hillsboro, claimed that corrections officials were liable for Copas’ death because they did not send Copas to a hospital, but instead observed him in the prison infirmary.
