WATERTOWN — Two state prison inmates have been indicted on allegations that they possessed weapons while incarcerated at Cape Vincent Correctional Facility. Marcel N. Smith, 33, now an inmate at Mohawk Correctional Facility, and Mamadou Fofana, 27, now at Riverview Correctional Facility, Ogdensburg, each are charged with first-degree promoting prison contraband and third-degree criminal possession of a weapon.
