CONCORD (KPIX 5) — An East Bay police chief says he believes there is a connection between California’s prison realignment policy and an increase in crime in his city. The prison realignment policy by the state Department of Corrections and Rehabilitation allows overcrowded state prisons to transfer lower-level criminals to county jails – where local sheriff can decide how much longer to hold them.
