Prison overcrowding on lawmakers' agenda

The Arkansas Legislature will meet in special session beginning at 4 p.m. today to discuss three issues — funding for school employee health insurance and prison beds, and to restrict the scope of state lottery games.

Ever since parolee Darrell Dennis allegedly killed 18-year-old Forrest Abrams in May of last year — two days after Dennis was released from the Pulaski County jail when the Department of Community Corrections released a hold on him — authorities have clamped down on probation and parole violators.

That change has swollen the ranks of state prisoners and county jail inmates. At one point this year, county jails were holding more than 2,700 prisoners waiting for bed space in a state facility.
