ERIE, Pennsylvania — The Pennsylvania Department of Corrections is paying $250,000 to settle a lawsuit filed by the daughter of an inmate killed by his deranged cellmate. The Erie Times-News obtained the settlement details in a Right-to-Know request. Carla Davis-Vining claims corrections officials mishandled the man who killed her father, 63-year-old Frederick Kirkland, in 2012. The lawsuit alleges officials at the State Correctional Institution-Forest in Marienville put her father in a cell with 28-year-old Elwood Braswell even though he was not supposed to be housed with other inmates.
