MANKATO, Minn. - The city of Mankato looks to add some new rules for halfway houses in the community, as it battles with the Minnesota Department of Corrections over its placement of offenders in the city. In Minnesota, a person who goes to prison for a crime typically serves two thirds of the sentence in a correctional institution, and the remaining time under supervision. If the offender is unable to find a place of residence, the DOC places them in a halfway house. But the most recent case, involving the release of Level III predatory offender Cody Rachuy to the Lincoln Park neighborhood, set off alarms for Mankato city leaders. Read More. |
