| Counselors didn't monitor suicidal inmate |

No one checked on a 16 year-old who committed suicide at North Carolina-run youth detention center for at least eight hours on the night of his death, despite a policy that requires checks every 15 minutes, according to a North Carolina State Bureau of Investigation report. Aletha Johnson, a counselor working at the Umstead Detention Center the night that Robert Dean Morgan hanged himself, told the SBI she only checked his door to make sure it was locked, but didn't look in on Morgan, says the report provided to The News & Observer of Raleigh by Granville County District Attorney Sam Currin. "Surely if she had done so, she would have caught this before it happened," Currin said. The state Department of Juvenile Justice and Delinquency Prevention runs Umstead Detention Center in Butner. The department is making changes to prevent suicides, according to a news release issued last Monday. Department Secretary George Sweat received permission to make renovations to increase safety at the center, the release said. New equipment now allows for electronic monitoring of the rooms. Sweat has also "re-emphasized to all facility personnel the importance of following established policies and procedures," the release said. The SBI report indicates that workers were negligent in monitoring Morgan, who was among 19 youths housed in the center, Currin said. The negligence doesn't appear to rise to criminal conduct, he said. The Juvenile Justice Department is conducting an internal investigation that will be completed soon, according to the department's news release. |
