The House Judiciary Committee voted Wednesday to provide greater access to DNA testing for death row inmates and in rape cases. After haggling over the measure for about five years, lawmakers recently hammered out an agreement and put the measure on the fast track. The full House is expected to take up the bill this month and the Senate is expected to act on it by the end of the year. The committee vote was 28-1, with only Rep. Jeff Flake, R-Az., voting against it. Spokesman Matthew Specht said Flake objected to spending federal money "to do what is essentially the job of states." The bill would provide $5 million a year for five years to help states cover the costs of DNA testing for death row inmates who claim they are innocent. States would be prohibited from denying inmates access to the testing as long as certain criteria are met. |
