BURLINGTON, Vt. —The family of a 38-year-old prison inmate who committed suicide in jail last year is accusing the state of Vermont and a contractor of negligence and cruel and unusual punishment. Robert Mossey was found hanging in a mop closet at Northern State Correctional Facility in Newport on Aug. 30, 2013, almost 90 minutes after another inmate told a correctional officer he heard water running inside the closet.
