Significant declines in arrests and sentences during the past five years have brought little to no relief to Alabama's overcrowded state prisons. Delays in the parole and probation processes are just some of the problems identified in the first part of extensive research on the state's criminal justice data, policies, laws and practices. The research, led by the Council of State Governments Justice Center and guided by a panel of judges, attorneys, legislators, state officials and advocacy group leaders that make up the Prison Reform Task Form, is intended to lead to reform that will reduce prison spending, reduce recidivism and improve public safety.
