| Arizona Agrees to Prison Health Care Reform |

The Arizona Department of Corrections has agreed to make substantial changes in the health care it provides its 33,000 prisoners, signing off on a class-action settlement that will require the state to improve treatment of the mentally ill behind bars and those in solitary confinement, among other reforms. The settlement stipulation, filed Oct. 14 in U.S. District Court for the District of Arizona, also requires the corrections department to meet 100 performance measures, including for dental care and treatment of pregnant inmates, at 10 prison complexes. The resolution of Parsons v. Ryan—initially brought in 2012 by the American Civil Liberties Union, the Prison Law Office and affiliated groups—came after a three-judge panel of the U.S. Court of Appeals for the Ninth District upheld on June 5 the certification of the class of prisoners in their Eighth Amendment challenge of what they depicted as life-threatening medical and mental health neglect.
