David Tygart got a dog in August. Her name was Shelby, and she came from a shelter. She was a midsized dog of indeterminate origin. He gently stroked her head and noticed an indentation. Then he felt a bulge down along her jaw. She’d been shot in the head, and the bullet was lodged in her neck. Tygart is an inmate at the South Central Correctional Center, in Licking. He has been in prison for more than 28 years. He is doing life without parole for shooting and killing a drinking buddy who was suspected of informing on a third friend.
