ROCKFORD — Rockford Police Chief Chet Epperson plans to commission a prisoner re-entry program evaluation to determine how effective it is at reducing recidivism among parolees convicted of violent offenses. It is also expected to examine whether the program, which focuses on improving the chances parolees stay out of prison, has resulted in any improvement in public safety. “The bottom line is, I want to reduce violent crime here in Rockford and a way to do it is this program,” said Epperson.
