Delaware's Department of Corrections is looking for what it calls modest increases in funding to invest in staff training and equipment, and to develop programs that reduce recidivism. In an operating budget proposal presented to the Office of Management and Budget Monday, Correction Commissioner Robert Coupe says the department also seeks additional funding to meet the increased expenses of caring for Delaware's prison population.
