| Questions raised over $10G study of Rockland sheriff |

At the center of Rockland County Executive Ed Day's bid to restructure the Rockland County Sheriff's Office is an operational analysis prepared by police consultant Louis Anemone, the former New York City Police Department chief who lives in Nanuet. Day paid Anemone $10,000 to conduct the study, which was issued on Oct. 3. In Day's 2015 budget plan, he has proposed eliminating 37 positions in the Sheriff's Police Division, saving an estimated $3 million in salary costs. What the study says: The report criticizes the department for its top-heavy structure and calls for the sheriff's department to expand its mission into school safety while trimming management positions and creating more flexible staffing by those working in specialty units. It criticizes the sheriff's 2013 annual report for what it called inflated arrest statistics and recommended the sale of the sheriff's helicopter.
