| York County stopped collecting inmate commissary fee |

In February 2013 the Pennsylvania Office of Victim Advocate released the Restitution in Pennsylvania Task Force Final Report (http://www.center-school.org/Restitution/report.html), capturing the recommendations of multiple criminal justice stakeholders on how to improve the collection of restitution owed to crime victims in Pennsylvania. I was honored to serve as the chairman of the subcommittee on collections enforcement. Recommendation No. 37 stated "The General Assembly should consider amending Title 42 Section 9728 (b) (5) to mandate both county correctional facilities and the Pennsylvania Department of Corrections to make deductions from inmate personal accounts." This recommendation was prompted by survey data of 55 Pennsylvania counties that found 45 percent, or 24 of the responding counties, did not deduct from inmate accounts — money used by inmates to make personal purchases in prison, i.e., candy bars, telephone calls, etc., although the law authorized the state and counties to do so since 1998.
